Global Legal Centres Index (GLCI)

UOLLB and eLawCareers Launch the Global Legal Centres Index to Rank the World's Top 100 Legal Centres. The new Global Legal Centres Index will use a data-driven methodology to assess the world's leading cities for legal activity and career opportunities.

UOLLB and eLawCareers have announced the launch of the world's first Global Legal Centres Index (GLCI), a new international ranking designed to identify and evaluate the world's top 100 cities for legal activity and career opportunities.

The initiative builds on a previously published list of the top 100 cities for legal careers (see Top 100 Legal Centres in the World 2026). To strengthen the methodology, consistency and credibility of the rankings, UOLLB has partnered with eLawCareers to develop a more systematic, data-driven approach to evaluating the world's leading legal centres.

The GLCI aims to provide law students, aspiring lawyers, qualified legal professionals, employers and recruiters with a useful resource for understanding the global legal job market and identifying cities with significant legal activity and career potential.

A Data-Driven Approach to Ranking Global Legal Centres

The GLCI brings together data from established international rankings and specialist legal recruitment information to develop a framework for assessing cities around the world.

The initial selection of 100 candidate cities draws on three principal sources:

  • Global Cities Index, published by Oxford Economics, providing a comparative perspective on the economic and social performance of cities worldwide.

  • Global Financial Centres Index, produced by Z/Yen Partners and the China Development Institute, offering insights into the competitiveness and international standing of financial centres.

  • Legal recruitment data from eLawCareers, providing an industry-specific perspective on legal employment opportunities and recruitment activity.

Combining these sources allows the GLCI to consider both the broader international standing of cities and their relevance to the legal profession.

Measuring the Conditions That Shape Legal Centres

Following the initial selection, the candidate cities are assessed using indicators from six additional international indices. These cover human development, the rule of law, press freedom, economic freedom, democracy and political rights and civil liberties.

The six sources are:

  • Human Development Index, published by the United Nations Development Programme.

  • Rule of Law Index, published by the World Justice Project.

  • World Press Freedom Index, published by Reporters Without Borders.

  • Economic Freedom of the World Index, published by the Fraser Institute.

  • Democracy Index, published by the Economist Intelligence Unit.

  • Freedom in the World Index, published by Freedom House.

Together, these indicators provide a broader perspective on the institutional, economic and social environments in which legal professionals work. They complement the initial city-selection process by examining factors relevant to the wider context of legal practice.

The GLCI is designed to move beyond a simple assessment of city size or the number of law firms. Its intended approach considers multiple dimensions of a city's international standing and the conditions that may influence its attractiveness as a place to pursue a legal career.

The precise weighting, scoring and aggregation of these indicators will determine the final ranking.

The 100 Candidate Cities

The GLCI has shortlisted 100 cities across Europe, North America, Asia-Pacific, the Middle East, Africa and South America for consideration in the inaugural ranking.

The candidate cities, listed alphabetically, are:

Abu Dhabi, Adelaide, Amsterdam, Antwerp, Athens, Atlanta, Auckland, Bangkok, Barcelona, Basel, Beijing, Bergen, Berlin, Birmingham, Boston, Brisbane, Brussels, Budapest, Buenos Aires, Busan, Calgary, Cape Town, Chicago, Cologne, Copenhagen, Dallas, Denver, Doha, Dubai, Dublin, Düsseldorf, Edinburgh, Frankfurt, Geneva, Glasgow, Guangzhou, Hamburg, Helsinki, Ho Chi Minh City, Hong Kong, Houston, Istanbul, Johannesburg, Krakow, Kuala Lumpur, Lausanne, Lisbon, London, Los Angeles, Luxembourg City, Lyon, Madrid, Manchester, Marseille, Melbourne, Mexico City, Miami, Milan, Minneapolis, Montreal, Mumbai, Munich, New York, Osaka, Oslo, Paris, Perth, Philadelphia, Porto, Prague, Reykjavik, Riga, Rome, Rotterdam, San Diego, San Francisco, San Jose, São Paulo, Seattle, Seoul, Shanghai, Shenzhen, Singapore, Stockholm, Stuttgart, Sydney, Taipei, Tallinn, The Hague, Tokyo, Toronto, Valencia, Vancouver, Vienna, Vilnius, Warsaw, Washington D.C., Wellington, Wroclaw and Zurich.

The selection includes established global legal markets, major financial centres, internationally recognised arbitration hubs and important regional business centres. It provides the foundation for a comparative assessment of legal centres across different jurisdictions and regions.

Supporting Legal Careers Worldwide

The Global Legal Centres Index reflects the shared objective of UOLLB and eLawCareers to help people navigate the legal profession through accessible information and career resources.

For law students and aspiring lawyers, the ranking is intended to offer an international perspective on potential destinations for legal education, training and employment. For qualified lawyers, it may provide a useful starting point for exploring international career opportunities and comparing legal markets. Employers and recruiters may also find the index useful when considering the geographical distribution of legal talent and opportunities.

By bringing together city-level indicators and specialist recruitment information, the GLCI seeks to establish a consistent framework for comparing legal centres across different regions of the world.
