The Regulated Qualifications Framework (RQF) is a system that classifies and organises vocational qualifications awarded in the England, Wales, and Northern Ireland. It provides a structure for understanding the level of knowledge, skills, and competencies associated with each qualification. The framework encompasses a wide range of qualifications, including academic degrees, vocational qualifications, and professional certifications. It is split into nine levels, with each level representing a specific level of difficulty, complexity, and depth of study.
Entry Level: This level is designed for individuals with basic skills and knowledge. It provides a starting point for individuals who may have limited prior education or experience. Entry-level qualifications focus on developing foundational skills and preparing individuals for further learning or employment.
Level 1: At this level, qualifications provide a basic understanding of a subject area. They are designed to develop fundamental knowledge, skills, and competencies. Level 1 qualifications are often introductory and provide a solid foundation for further study or entry-level employment.
Level 2: This level represents a moderate level of knowledge and skills. It typically includes qualifications such as GCSEs (General Certificate of Secondary Education) at grades A*-C. Level 2 qualifications expand on the foundational concepts and provide a broader understanding of a subject area. They are commonly required for entry into further education or specific vocational training.
Level 3: Qualifications at this level are equivalent to advanced or A-level qualifications. They provide a more in-depth understanding of a subject and are typically obtained by students completing their secondary education. Level 3 qualifications are highly regarded and are often required for admission to universities and higher education institutions.
Level 4: This level includes qualifications such as Higher National Certificates (HNC) and first year of a bachelor's degrees. Level 4 qualifications focus on developing practical skills and a deeper understanding of the subject. They are typically obtained through further education colleges or vocational training institutions. Level 4 qualifications are designed to prepare individuals for entry-level positions or provide a pathway for further study at higher levels.
Level 5: This level includes qualifications such as Higher National Diplomas (HND) and second year of a bachelor's degree. This level requires a more comprehensive understanding of the subject area and further development of practical skills. Level 5 qualifications represent a higher level of expertise and specialisation compared to Level 4. They are often obtained through further education colleges or vocational training institutions, and can provide individuals with advanced knowledge and skills for employment in specialised fields or serve as a stepping stone to higher education.
Level 6: This level corresponds to the third year of a bachelor's degree and the award of a bachelor's degree by universities and other higher education institutions. Level 6 qualifications are academically rigorous and provide in-depth knowledge and understanding of a subject area. They typically require three to four years of full-time study or an equivalent part-time duration.
Level 7: Qualifications at this level include postgraduate diplomas, master's degrees, and professional certifications. Level 7 qualifications build on the knowledge and skills gained at the undergraduate level and provide advanced specialisation in a specific field. They are often pursued by individuals seeking to advance their careers or pursue research opportunities.
Level 8: This level represents the highest academic achievements. It includes doctoral degrees (e.g. PhD, DPhil, DBA) and other advanced research qualifications. Level 8 qualifications involve significant independent research and the production of an original thesis or dissertation. They are typically pursued by individuals interested in making original contributions to their field of study.
The RQF helps employers, educational institutions, and individuals understand the level of achievement and expertise associated with each qualification, facilitating comparisons and recognition of qualifications across different institutions and sectors.
It should be noted that there are other qualification frameworks in the UK, including the Credit and Qualifications Framework for Wales (CQFW) and the Scottish Credit and Qualifications Framework (SCQF), and the Frameworks for Higher Education Qualifications of UK Degree-Awarding Bodies (FHEQ).
