European Securities and Markets Authority

The European Securities and Markets Authority (ESMA) is an independent European Union regulatory authority that contributes to the supervision and regulation of securities markets and financial instruments within the EU. It was established in 2011 under the European Securities and Markets Authority Regulation (Regulation (EU) No 1095/2010).

Supervision and regulation: The ESMA works to ensure the consistent application of EU regulations and standards across the member states. It contributes to the supervision and regulation of securities markets, investment firms, and other financial entities within the EU. The ESMA develops technical standards, guidelines, and recommendations to promote harmonised practices and enhance investor protection.

Investor protection: The ESMA plays a role in protecting investors and safeguarding the integrity of financial markets. It sets and enforces rules to ensure transparency, fairness, and efficiency in the operation of markets. The ESMA also promotes investor education and awareness, aiming to enhance investor confidence and trust.

Market integrity and stability: The ESMA contributes to the integrity and stability of EU financial markets. It monitors market developments, assesses risks, and takes actions to address potential threats to market integrity. The ESMA cooperates with national authorities and other international organisations to identify and mitigate systemic risks and market abuse.

Regulatory cooperation: The ESMA facilitates cooperation and coordination among national competent authorities within the EU. It fosters information sharing, promotes consistent supervisory approaches, and coordinates actions in cross-border cases. The ESMA acts as a hub for cooperation and exchange of best practices among competent national authorities, supporting the convergence of regulatory practices.

Binding technical standards: The ESMA develops and implements binding technical standards for the consistent application of EU regulations. These standards provide detailed rules and specifications on various aspects of financial regulation, including reporting requirements, risk management, and product governance.

International engagement: The ESMA engages in international cooperation and represents the EU's interests in global regulatory discussions. It collaborates with other regulatory authorities and standard-setting bodies worldwide to contribute to the development of international standards and promote consistent regulatory practices.

The ESMA works alongside national competent authorities and other EU bodies, such as the European Banking Authority and the European Insurance and Occupational Pensions Authority, to ensure the effective and coordinated regulation and supervision of the EU financial sector.
