GLCI 2026

UOLLB announces the Global Legal Centres Index 2026, ranking the world's top 100 legal cities. Copenhagen takes first place in the inaugural Global Legal Centres Index, with Dublin second and Amsterdam and Oslo sharing third, as UOLLB introduces a new framework for comparing international legal markets.

UOLLB has announced the results of the 2026 Global Legal Centres Index (GLCI), a new international ranking assessing the world's top 100 cities for legal activity and career opportunities. Developed in partnership with eLawCareers, the index brings together international city rankings, financial centre assessments, legal recruitment data and wider institutional and social indicators to compare leading legal centres worldwide.

Copenhagen, Denmark, ranks first with a rating of 743, followed by Dublin, Ireland, with 720. Amsterdam, Netherlands, and Oslo, Norway, share third place with ratings of 711. Stockholm, Sweden, ranks fifth with 704, highlighting the strong performance of Northern European cities in the inaugural results.

The GLCI has been developed to provide a broader perspective on the global legal landscape. By assessing cities across multiple dimensions, the index aims to help law students, aspiring lawyers, qualified legal professionals, employers and researchers better understand where legal activity and career opportunities are concentrated.

A New Framework for Comparing Global Legal Centres

Legal markets differ considerably in their size, specialisation, international reach and employment opportunities. While some cities are major financial centres with extensive corporate legal practices, others have particular strengths in international institutions, dispute resolution, regulatory work or regional legal services.

UOLLB developed the GLCI to bring several of these dimensions together within a single comparative framework. Rather than relying exclusively on the size of a city's economy or its financial sector, the index combines measures of global city performance, financial competitiveness, legal recruitment activity and broader institutional conditions.

The inaugural ranking covers 100 cities across multiple continents, from established international centres such as London, New York, Singapore and Zurich to important regional markets across Europe, Asia-Pacific, the Middle East, Africa and the Americas.

The results provide an initial reference point for examining the geographical distribution of legal activity and exploring the characteristics of cities that support international legal careers.

Northern European Cities Dominate the Top Positions

Copenhagen leads the 2026 ranking, followed by Dublin in second place. Amsterdam and Oslo share third place, while Stockholm ranks fifth. The top 10 is completed by Sydney in sixth, London in seventh, Melbourne in eighth, Zurich in ninth and Berlin in 10th.

The results place five Northern European cities among the top 17: Copenhagen, Dublin, Oslo, Stockholm and Bergen, which ranks 17th. Amsterdam and Rotterdam also feature prominently at joint third and 24th, respectively.

Switzerland records three cities in the top 21, with Zurich ninth, Geneva 11th and Basel 21st. Germany also performs strongly, with Berlin 10th, Munich 12th, Frankfurt 13th and Hamburg 16th.

These results demonstrate the diversity of the world's leading legal markets. International legal significance is not confined to the largest global capitals, and the ranking encompasses cities with different economic structures, institutional environments and professional opportunities.

London and Other Major Legal Markets

London ranks seventh globally with a rating of 661, maintaining a position among the leading cities in the GLCI. Other UK cities in the top 50 include Edinburgh at 30th, Glasgow at 36th, Manchester at 44th and Birmingham at 46th.

In North America, Toronto ranks 15th, Montreal 20th and San Francisco 23rd. New York is 25th, while Los Angeles shares 27th place with The Hague. Boston and Washington, D.C., share 31st place, followed by Chicago at 40th.

Australia also performs strongly. Sydney ranks sixth and Melbourne eighth, while Perth ranks 22nd, Brisbane 26th and Adelaide 35th. New Zealand is represented by Auckland at 18th and Wellington at 47th.

In Asia, Singapore ranks 19th and Tokyo 33rd. Hong Kong ranks 51st, Seoul 63rd and Osaka 59th. Dubai ranks 66th and Abu Dhabi 71st, while Johannesburg ranks 84th, São Paulo 92nd and Mumbai 98th.

The range of cities represented in the index illustrates the international reach of the legal profession and the importance of considering a variety of markets when exploring legal career development.

How the Global Legal Centres Index Is Calculated

The GLCI assesses 100 selected cities using 10 assessment components. These comprise three primary sources and seven additional indices.

The primary sources are the Global Cities Index (GCI), published by Oxford Economics; the Global Financial Centres Index (GFCI), produced by Z/Yen Partners and the China Development Institute; and legal recruitment data from eLawCareers (eLaw).

The seven additional indices are the Human Development Index (HDI), Rule of Law Index (ROLI), World Press Freedom Index (WPFI), Economic Freedom of the World Index (EFWI), Economist Democracy Index (EDI), Freedom in the World Index (FWI) and Global Legal Readiness Index (GLRI).

Scores derived from all 10 components are combined to calculate a final rating for each city. These ratings determine the overall ranking of the 100 selected cities.

The methodology recognises that the underlying sources differ in geographical coverage and assessment criteria. Where a city has no available ranking or score for a particular component, it is placed at the bottom of the ranking for that component.

The 2026 edition is the first GLCI ranking. UOLLB recognises that the methodology will require continued review as the index develops. Future editions will consider opportunities to improve data comparability, refine the scoring framework and strengthen the reliability and transparency of the results. The detailed ranking methodology can be found in GLCI Ranking Methodology 2026.

Supporting Legal Education and Career Development

For UOLLB, the GLCI extends its wider commitment to supporting legal education and professional development. Understanding the global legal landscape can help students and aspiring lawyers explore potential career destinations, identify established legal markets and consider the different environments in which legal professionals work.

The index also provides a comparative resource for qualified lawyers considering international opportunities, as well as employers and researchers examining legal employment markets across different regions.

A city's ranking should not be treated as a definitive measure of its legal profession or as a guarantee of individual career prospects. Professional qualification requirements, local employment conditions, practice-area specialisation, salaries and language requirements remain important considerations when evaluating a particular market.

Instead, the GLCI is intended to provide a structured starting point for further research and comparison. By bringing together multiple sources of information, it aims to make the global distribution of legal activity and career opportunities easier to explore.

As the index develops, UOLLB will review the methodology and consider improvements to the assessment framework. The long-term objective is to establish the GLCI as a more reliable and useful resource for understanding the world's leading legal centres.
